Abu Dhabi, 24 March 2025: Al Seer Marine (ADX: ASM), a frontrunner in the maritime industry and a subsidiary of International Holding Company (ADX: IHC) and Damen International, an Abu Dhabi company, part of the Damen family which is known from the renowned global shipbuilding company Damen Shipyards Group announce that their Joint Venture has secured a significant AED 1.3 billion contract with Tawazun Council to manufacture advanced Offshore Patrol Vessels (OPVs). This four-year project will bolster the UAE’s naval capabilities and enhance maritime security.

The OPVs will be equipped with cutting-edge naval technology and designed with advanced features. These vessels will be capable of conducting a wide range of missions, such as EEZ Patrol, EEZ Surveillance, EEZ Interdiction (piracy, smuggling, environmental protection), maritime law enforcements and coast guard functions, search and rescue (SAR), disaster relief.

MADRID, 24th March, 2025 (WAM) — Abu Dhabi Future Energy Company PJSC – Masdar, the UAE’s clean energy leader, announced today an agreement with Endesa S.A. to acquire a 49.99 percent stake in four solar plants in Spain, with a total capacity of 446 megawatts (MW). The transaction, which is subject to regulatory approvals and other conditions, would see Masdar invest AED702 million (€184 million) for the stake in the assets, which have an enterprise value of AED1.4 billion (€368 million).

These operating assets mark a significant milestone in Masdar’s continued growth in the Iberian Peninsula and across Europe, and further its commitment to advancing the region’s renewable energy ambitions. The proposed acquisition follows last year’s agreement between Masdar and Endesa to partner in a portfolio of over 2GW of solar assets, with the potential to add 0.5GW of battery storage, in one of Spain’s biggest renewable energy transactions in recent years.

MARAD Issues the License for the Delfin LNG Deepwater Port Application

Today, the Maritime Administration issued a license authorizing to Delfin LNG, LLC, to own, construct, operate, and eventually decommission a deepwater port, to export Liquefied Natural Gas (LNG) from the United States.

The Delfin LNG, LLC deepwater port facility will transport LNG to the global market from the United States (U.S.) Federal waters, approximately 37.4 to 40.8 nautical miles off the coast of Cameron Parish, Louisiana.

The Maritime Administration and the U.S. Coast Guard worked with approximately 15 cooperating federal agencies along with the States of Texas and Louisiana to review the Delfin LNG, LLC application. These agencies submitted recommendations for environmental and other license conditions.  

The Delfin LNG, LLC deepwater port license is being issued in accordance with President Trump’s Executive Order titled, “Unleashing American Energy,” signed January 20, 2025. This deepwater port project will be the first offshore LNG export project in the United States.

Despite the rising trade tensions, China is still the main destination for US soybeans. In its latest weekly report, shipbroker Banchero Costa said that “total seaborne exports of soybeans in calendar (Jan-Dec) 2024 declined by -5.0% year-on-year to 142.3 mln tonnes, according to vessel tracking data from AXS Marine. This was a correction from the +10.2% y-o-y growth recorded in 2023, and global trade volumes were still higher than the 135.9 mln tonnes in 2022 and the 141.7 mln tonnes in 2021. Soybeans are one of the most important dry bulk commodities, and account for almost 5 percent of all seaborne dry bulk trade”.

According to Banchero Costa, “the largest exporter of soybeans by far is Brazil, which accounted for 68.2% of global soybean exports by volume in calendar 2024. In Jan-Dec 2024, shipments from Brazil declined by -4.8% y-o-y to 97.0 mln tonnes, down from the record high 101.9 mln tonnes exported in calendar 2023. Two tankers hit by U.S. sanctions are due to offload Russian Arctic Oil in Syria for the first time, days after Moscow made its first known delivery of diesel there in more than a decade, according to LSEG data, a government source and local TV.

One of the tankers, Aquatica, with some 100,000 tons of Russian oil onboard, is set to offload in Baniyas port soon, according to a government source and pro-government Syria TV.

The vessel arrived on Thursday, but has yet to offload, according to the TV report and the government source.

The second tanker, Sakina, is still on its way to Baniyas with another 100,000 tons of oil, LSEG data showed, and was set to arrive on March 25.

Both vessels are subject to the U.S. sanctions imposed on January 10, as is the Umba storage tanker near the northern port of Murmansk where both vessels loaded the volumes in February, according to shipping data seen by sources.

Russia has to look for alternative buyers of its Arctic oil since the U.S. sanctions in January hit producer Gazprom neft and the tankers shipping the crude.

Abu Dhabi, 4th March 2025: Al Seer Marine (ADX: ASM), a frontrunner in the maritime industry and a subsidiary of International Holding Company (ADX: IHC), announced the delivery of motor tankers Tabit and Rigel, the final two vessels in its series of six new build Medium Range (MR) tankers ordered from K Shipbuilding Korea.

These vessels feature Exhaust Gas Cleaning Systems (EGCS) and are built ready for future alternative fuels like Liquefied Natural Gas (LNG), ammonia, and methanol. They comply with strict environmental regulations, while meeting global demand for clean petroleum and chemical transport.

The delivery of Tabit and Rigel was financed through a partnership with BOCOM Financial Leasing Co., Ltd. (BOCOM Leasing), a subsidiary of the Bank of Communications, which provided AED 257.25 million (USD 70 million) for this investment. This marked the third financing agreement between Al Seer Marine and BOCOM Leasing, bringing the total investment commitment to AED 845.2 million (USD 230 million).

Tabit and Rigel, with a deadweight tonnage (DWT) of 49,853.6 tons and 49,781.8 tons respectively, are classified as IMO II/III oil and chemical tankers and were engineered for optimal global operations, carrying up to six fully segregated grades of cargo. Tabit has secured AED 170 million (USD 46 million) time charter with HMM Co. Ltd for a five-year term. Rigel has been delivered to AED 157 million (USD 42.8 million) time charter with Global Horizon Shipping Limited, bringing the total value of the six charters to AED  957 million (USD 260.4 million).

Al Seer Marine’s fleet includes Liquefied Petroleum Gas (LPG) tankers, crude and product tankers, Very Large Crude Carriers (VLCCs), Medium Range (MR) tankers, and bulk carriers, ensuring safe and efficient transportation across markets. The company operates two LPG tankers with capacity of about 22,700 DWT, and three VLCCs, each exceeding 300,000 DWT. Its modern fleet also comprises seven MR tankers, each with capacities close to 49,800 DWT, and a bulk carrier with a capacity of 37,314 DWT. Additionally, Al Seer Marine owns two Very Large Gas Tankers (VLGC) through ABGC DMCC, a joint venture with BGN Int DMCC. أبوظبي، 4 مارس 2025: أعلنت شركة الصير مارين للمعدات والتوريدات البحرية، الشركة الرائدة في قطاع الشحن البحري والتابعة للشركة العالمية القابضة، عن تسلُّم ناقلتي النفط “تابت” و”ريجل”، آخر سفينتين ضمن الناقلات الست الجديدة متوسطة المدى التي تم طلبها من شركة “كي لبناء السفن” الكورية.

تم تزويد السفن الجديدة بأنظمة تنظيف غاز العادم، مع القدرة على استخدام الوقود البديل مثل الغاز الطبيعي المسال والميثانول؛ امتثالًا لأرقى المعايير البيئية، وبما يلبي الطلب العالمي المتزايد على نقل المنتجات البترولية والكيماويات النظيفة.

تم تمويل تسليم ناقلتي “تابت” و”ريجل” بالتعاون مع شركة “بوكوم للتأجير التمويلي”، التابعة لبنك الاتصالات الصيني، بقيمة 257.25 مليون درهم إماراتي (70 مليون دولار)، ليكون التعاون الثالث من نوعه بينها وبين الصير مارين، وبذلك يصل إجمالي استثماراتها في الأسطول الحديث إلى 845.2 مليون درهم إماراتي (230 مليون دولار).

This week marked the three-year anniversary of the Russian invasion of Ukraine (February 24, 2025). As we’ve discussed at length, the war has driven the emergence of Russia’s shadow fleet, or gray and dark fleets. They are used for smuggling Russian cargo while appearing legitimate, or at least trying to evade detection.

As if commemorating its own anniversary, the shadow fleet has been exceptionally active these past few weeks.

First-Time Visits

Over the recent 30-day period (January 25-February 24, 2025), 461 vessels flagged for sanctions compliance risk related to the Russian regime conducted 716 first-time visits to ports around the world. 

First-time visits are not inherently suspicious, but when occurring in bulk, specifically by vessels of interest that are related to sanctioned regimes, they could indicate: 

  • New sanction evasion methods
  • New trade relations being forged
  • Other noteworthy trends 

This is why first-time visits in new geographies constitute an anomaly that is flagged in Windward’s platform, allowing users to scrutinize and monitor such events.
